Aren't these just templates?

They are templates, and we are upfront about that. The difference is who wrote them: a qualified HSEQ consultant, against Australian legislation, with the analysis and control logic already built. What is blank is blank deliberately.

Why are documents issued as drafts?

Which Australian states do your documents cover?

Documents are written to the model Work Health and Safety Act and Regulations, which apply in New South Wales, Queensland, South Australia, Tasmania, Western Australia, the ACT, the Northern Territory and the Commonwealth. Victoria operates under the Occupational Health and Safety Act 2004, which differs, so ask us before relying on a document in Victoria.
